From the union of Inps, Inail And Istat the first Italian company was born for the development of software entirely with public capital and participation. Project of fundamental importance in the digitization objectives of the Recovery and Resilience Plan (Pnrr), it was called 3-I, to underline the central role of the three founding institutes. Approved with a decree on April 13 by the Draghi government, it was established today, December 12, 2022, within the time frame set by the Pnrr.
The first software houses public administration of Italy will have the task of develop, maintain and manage software solutions of the National Social Security Institute (Inps), of the National Institute of Statistics (Istat), of the National Institute for Insurance against Accidents at Work (Inail), of the Presidency of the Council of Ministers, of the Ministry of Labor and social policies and other central public administrations.
This is one of the first concrete steps towards acceleration digital of the State, envisaged by the M1C1-Digitalization, innovation and security in the Public Administration mission of the Pnrr. The three institutes have already prepared it statute of the company and indicated the resources necessary for its functioning, while the managing director was appointed by the Meloni government and identified in the figure of Claudius Anastasiusfounder of tNotice, a company specializing in electronic registered mail.
3-I is participated in 49% from INPSrelative majority shareholder, al 30% from Inail and al 21% from Istat. The relationship between the newborn company and the three institutes will be governed by a service contract which will define the start date of the services, the minimum levels of services and the relative economic compensation. In addition, Inps, Inail and Istat will also provide the former professionals employed by the company, mostly engineers and software developers, who will later be selected through public tenders, to arrive at a total workforce expected between 1,500 and 2,000 people.
