The platform that will enable the electronic collection of subscriptions for referendums it is one step away from becoming reality, as it is news of the last few hours that it has been signed the implementing decree related to its operation of storing and validating subscriptions, which will also include the ability to sign not only referendum proposals but also bills of popular initiative. The Ministry of Innovation made it official, explaining that the decree has been evaluated by both the Privacy Guarantor and the Ministry of Justice, so once the registration is completed the next step will be that of publication in the Official Gazette with which it will take the platform is fully operational.
The dedicated access portal will be divided into a private and a public area, guaranteeing access to three different types of users: the promoters, those who wish to sign a referendum or popular law proposal and finally the staff of the Court of Cassation. The Minister of Innovation specified that the platform will guarantee the full digitalization of each process, in compliance with the safety requirements established by law. Thanks to the integration in the national registry of the resident population (ANPR) of the electoral lists managed by the municipalities, the platform will guarantee the automatic verification of the qualification of voter.
The private area is the one that interests us most e it will allow promoters to manage referendums and get up-to-date subscription data. The promoters will be able to choose whether to register a referendum or a popular initiative law, upload it, verify it and if everything is ok, start the actual collection of signatures.
The public area will allow citizens to consult the bills or referendum proposals, both active and expired, also enjoying additional information on the trend of the numbers necessary to reach the quorum. Access for citizens entitled to vote will take place through a digital identification system, such as Spid or the electronic identity card, which will have the same validity as a paper document.
At present the platform is being updated, this is a necessary step for the introduction of the latest changes taken into consideration in the implementing decree, which will ultimately lead to the full operation of the platform.
