The residence it is crucial to be able to access a range of rights, such as health care for example: “To be taken care of by the regional health system and sent to a therapeutic community, a person who has drug addiction problems must have a residence. As a Municipality we have dealt with a few dozen cases of people who wanted to embark on a therapeutic path but this bureaucratic obstacle was difficult to overcome “. continues the commissioner. There are currently five branches in the city where you can go for this service: via Strehler (in the Municipality 1), via Oglio (in the Municipality 4), viale Tibaldi (in the Municipality 5), viale Legioni Romane (municipality 6) and via Quarenghi (municipality 8). From Palazzo Marino they let it be known that two spaces have already been identified to be able to host the service also in Town Hall 2 and 9, which will open shortly.

Having residency allows you to request documents such as an identity card or health card and to enjoy some fundamental rights: from health (such as choosing a general practitioner) to education, from work to voting, as well as having a place to receive mail and be traceable. The ResidenzaMi project is managed by the Casa della Carità in a temporary business association with Caritas Ambrosiana and the Cooperative Farsi Next. To access the counters you must present a report drawn up by the social services which certifies the physical permanence in an area for at least six months. Those who are not in charge of the services can go to the so-called “filter desk” at the headquarters of the Casa della carità in via Francesco Brambilla or at the Centro Sammartini.
“Italian law provides for the possibility of having residence if the person presents a deed or a regular rental contract, therefore many fragile people are excluded, effectively creating a contradiction because residence should be the place where one lives – explains Fiorenzo De Molli, manager of the ResidenzaMi branches – in fact it is it is forbidden to give it to those who have an illegal rent, to those who live in a pensioner or in inappropriate spaces and makeshift places, for example to those who used to live in a council house with their parents, got married and then divorced and are now forced to return to their family.
