Certain ordinances do not end, they make immense rounds and then return, such as those of the Ministry of Health for the containment of COVID-19. L’order provides, upon arrival in Italy, the obligation to present the result negative of a test molecular for Covid-19, carried out in the 72 hours prior to departure, or within 24 hours in the case of an antigen test. Also, people will have an obligation to undergo a new test within twenty-four hours of disembarkation at the airport, at a local health agency, and, in the event of a positive result, to undergo thefiduciary isolation. The quarantine will only end when a negative result is obtained for a new antigen or molecular test.
The exceptions
However, the ordinance then lists a number of exceptions and exclusions from checks, which, however contradict the same ministerial rules regarding close contacts. Indeed, according to the text, the rules already listed do not apply “to children under six, ai crew members and al personal traveling of the means of transport of people and goods, ai officials and garlic agentshowever named, of the European Union or of international organisations, diplomatic agents, administrative and technical staff of diplomatic missionsofficials and consular employeesto the military personnelincluding those returning from international missions, and of the police forces, to the personnel of the information system for the security of the Republic and of the firefighters in the exercise of their functions”.
A long list which, in fact, excludes some people whosharing the flight, and being close contacts according to international health rules, they may still be at risk, thus rendering the new controls of little use. But this is not the only problem with the ordinance. Excluding all travelers who have already arrived in recent days, the test only applies to direct flights from China. And not to those who have traveled from China but made a stopover elsewhere. A measure that would require the reinstatement of massive controls in all airports.
At the moment Italy is alone in Europe in choosing to carry out tests at airports. L’European Union health agency he denounced how “unjustified“ the introduction of mandatory Covid-19 tests for travelers from China, despite the increase in cases in the Asian country. Given that, according to the European Center for Disease Prevention and Control (ECDC) “such measures are not necessary for the European Union as a whole”.
