Eighth-grade scores in history, civics drop to lowest level in 30 years

Eighth-grade scores in history and civics dropped to the lowest level since the 1990s, when the Department of Education started conducting the assessments. Martin West, a member of the National Assessment Governing Board who oversees the nation’s report card on U.S. history and civics, spoke to CBS News about what is being done to improve education.
