Inps, Inail and Istat join forces to create a new one Italian software hub, the first public company in the sector and a company aiming for a billion in turnover since its debut year. The name is simple: 3-I, to underline the central role of the founders. INPS will be the largest shareholder with 49%, followed by Inail at 30% and Istat at 21%, but the governance also includes the participation of the Presidency of the Council of Ministers and the Ministry of Labor which will have two positions in cda. 3-I will deal with the management of software solutions and IT services of the three entities, as well as Palazzo Chigi, the Cybersecurity Agency and the Ministry of Labor. The work will be coordinated by a general manager who has not yet been identified.

Departure in 2023
The Dpcm should be issued by the end of August, giving the green light to the project; meanwhile, the three entities have worked on the company’s statute and are still defining which and how many assets (real estate, servers and networks) will have to be conferred to the newly formed spa. They will be fully staffed from 1500 to 2000 professionalsmostly engineers and software developers, who will initially arrive in 3-I directly from the founding bodies and subsequently will be selected through public calls to identify the best talents on the market.
“Today – underlines Caridi – 80% of the management of information systems and software development is outsourced, at a cost of approximately one billion euros. We would like to start working from January 1, 2023 to jointly manage information systems and the IT development of new services, to create economies of scale: what is the use of having three payment systems? Each activity, explains the director general of INPS, “Will be governed by specific service contracts, because 3-I will take care of the IT systems and develop the software, but the strategy, the ownership and management of the data will remain in the hands of the three entities. Example: in January 2022, INPS contracted out the development of the platform for the disbursement of the single allowance to 7 million families; in the future, the same programming work could be carried out by the investee software house. “With 3-I – summarizes Caridi – we will be able to bring technology and skills back into our company.
