And so it happened: the Forum began to involve the inhabitants in the protection of the area. “One of our first actions was in 2013, when we made public the 2004 expropriation project which was destined to run out after ten years. At that point the advertising process of the area is restarted – says Baldacci -. A new battle was triggered which led in 2014 to what is defined as the breach of Portonaccio, therefore the opening of the gate to access an area that the private individual used for private purposes, perhaps for film or music video locations”.

In fact, even a private area that remains within a protected area is subject to exploitation limits and authorizations for use. “Even today the lake has not yet been recognized by the State as a public area, yet it is made from groundwater: it is by definition a public area”, continues Baldacci. Thus was born the mobilization that leads to the request to recognize Lake Bullicante and the surrounding area as a natural monument in the Region.

Politics must talk to climate protesters, not prosecute them directly

Activists of Last Generation and other groups suffer heavy consequences for symbolic actions. For many, a leap in maturity is needed, but the parties seem not to pay attention and the alarms are promptly ignored

A recognized historical and natural heritage

The strange alchemy between still water and the ruins of the former factory, similar by constitution to the cliffs overlooking the Lazio coast of the Tyrrhenian Seahave contributed to the spontaneous development of fauna and flora: today the habitat around Lake Bullicante is aurban natural oasis. The presence of trees such as the Aleppo pineof soils rich in grassesof spontaneous vegetation grown despite numerous disturbance actions: there are more than 350 botanical species fate independently. At the faunal level there are “89 bird species 9 of which are protected by international conventions, 29 species of Odonata (dragonflies) equal to 1/4 of those known throughout Italy, e 4 of Bats including Pipistrellus pygmaeus which together with other protected species such as Peregrine Falcon, Owl and Owl sighted at the former Snia, they prefer the ruins as a nesting environment and refuge”, as described in a technical report of last December provided as a consideration of the possibility of building exploitation of the area. It’s still blackbirds, kingfishers, purple herons, pheasants they have been spotted on the ruins of the Ex Snia Viscosa.

A item of the magazine Environmental Geology, referring to the lake area and signed by 11 experts in 2021, indicates that the area has entered the movement guidelines of some bird species and that today it is a stopping place along the migration routes. In short, according to scientists in general this area performs a number of ecosystem functions such as absorbing CO2mitigate pollution and contain urban temperatures. Even indirectly, given that in August 2020 the canadairs used the water from the Bullicante for put out a fire. In thirty years, the important role recognized to the habitat of the Roman lake has been underlined by scientists such as the Nobel laureate Giorgio Parisi, by technical institutes such as Ispra, by environmental associations such as Italianostra or the WWF. So much so that the lake area has long been today destination for educational visits and of scientific research.

Partial protection

Two years ago it seemed that the mobilization of the Forum had reached the final goal: transforming the whole area into a natural park enriched by an industrial archeology hermitage, emblematic for the city. Indeed, in June 2020, the Lazio Region has recognized the area as a natural monument. Too bad this determination did not also include i three hectares of private property: to do this, a final signature would be enough. The last green light that, despite the reassurances to this effect, the former governor Nicola Zingaretti has not granted nor his vicar Daniele Leodori. In the meantime, however, the bulldozers are back in action in the private area. It happened on December 15, 2022destroying part of the vegetation that had already been battered by the excavators a year earlier, as Baldacci recounts:

Every excavation in the vicinity of the lake and which affects its habitat creates general damage to the entire ecosystem balance of the area. The news of these days is that on November 11, 2022 the urban planning department of the Municipality of Rome has permits issued for the realization of a project of “conservative restoration and partial restructuring” to transform the 40,000 square meters of existing warehouses into a logistics hub. An action that would destroy the natural habitat recreated around the lake, without ifs and buts. But above all without a why. The socio-environmental relevance of Prenestino’s Bullicante mirror is now clear and shared by experts and citizens. “This lake is now a symbol: if cities want to win the challenge of climate adaptation, those who administer the territory must make choices. Furthermore, without the protection of the ruins, the ecosystem of the lake loses a fundamental component of its balance. So he risks dying”, he declared in this regard Alessandra Valentinelliactivist of the Permanent Territorial Forum of the Energy Park, in an interview on The essential.

Who are the candidates in the Lazio regional elections

After the Zingaretti era, the contenders for the presidency will be Alessio D’Amato, councilor for health, Francesco Rocca, president of the Italian Red Cross, and Rai journalist Donatella Bianchi. Here’s who supports them

For all these reasons, we therefore arrive at today, with the warning we have sent to the Region due to administrative inertia: the documents are there, no effort would be needed for final approval”, concludes Alkira. It’s about a formal notice that the Permanent Territorial Forum of the Energy Park has moved towards Lazio regionasking to unlock the process expansion of the perimeter of the natural monument of the former Snia lake “stopped for no scientific reason”. At the demonstration on 22 January there were also several candidates for the presidency of the Region. Not Alessio D’Amato, which last autumn was challenged by Lake Bullicante activists during an event at the Cube: the demonstrators invited the Democratic Party, of which the councilor is a candidate, to implement the commitments already made by the outgoing regional council. D’Amato has promised that he will look into the matter. That is, if and when to affix that last signature on the decree to expand the natural monument: the long-awaited happy ending. Which is likely to be still waiting with the regional elections at the door.

An issue of environmental justice

It is a principle now close to our collective sensitivity, as well as juridical: a healthy environment is an element of equity and social justice. Respect for the richness of biodiversity in the places where we live should no longer be a matter for dispute, at least from a legal point of view: since last year, these principles have also been codified in the Italian Constitution. This is testified by the numerous European directives which speak of environmental sustainability and bind private action to the common good. The problem is not the legitimate interest of the private individual in the use of his land, but i public constraints which should limit its action. During the last Cop15 on biodiversity, the project to make vast areas of the planet protected areas was discussed, also to protect the bodies of water that animate them.
