We had already told you about it with the previous draft of the budget maneuver, but now there have been some new changes. Once again we are talking about digital payments and specifically about the Pos, a topic dear to our readers, whose legislation will be subject to changes compared to those to which the previous government had accustomed us. The changes are recent and started rolling out over the weekend, like novelties within the draft of the budget law (which rises from the previous 136 articles to 155 articles) and specifically we are talking about article 69, which deals with measures concerning means of payment.
The text provides for a new limit according to which merchants will be “forced” to accept a payment with the POS without running the risk of being fined. From the 30 euros of the previous draft it was decided to raise the limit to 60 euros. The 180-day stop to the sanctions already sent to those who have not complied with the obligation also disappears from the new draft. The move is accompanied by the raising of the ceiling on cash payments which, again according to the draft, will go from the current 1,000 euros to 5,000 euros from January 2023.
The use of cash appears to be less and less ostracized, and indeed, more accepted than before, so much so that there has been controversy regarding the aforementioned changes. Critics of the raising of the means of payment ceilings believe that such measures could favor tax evasion, while others welcome the government’s decisions on tax matters. For example Unimpresa, which considers the Pos issue a very positive measure for small traders.
We’ll see what decisions will be made in the final version but the direction is now quite clear. We remember that the final text of the budget law must be approved by 31 Decemberdate which will be followed by publication in the Official Gazette elentered into force on 1 January 2023.
