The national investment plan for ultra-broadband continues to slow since 2016 and, in his hearing before the Transport Commission of the Chamber, the undersecretary in charge of technological innovation, Alessio Butti, confirmed that there will be no acceleration. On the contrary, his statements suggest that the interventions in progress will hardly be completed by 2026deadline set by broadband strategy baptized in 2021 by the Draghi government.
Single network
Presenting the pillars of his government mandate, Butti wanted to underline that the Meloni government will no longer call the single network project “only”but “net national”, to underline the intention of the Meloni government of rBring control of the network under Tim, thus excluding the operator Open Fiber, controlled by Cassa depositi e prestiti. And on this issue he launched another clarification, namely that the National recovery and resilience plan (Pnrr) will be realised “regardless of the theme of the national network and the discussions on the future of telecommunications operators in the field”.
A particular choice, given that the two interventions are quite interconnected and that the objective of creating a single network was precisely to accelerate the spread of ultra-broadband throughout Italy. And Butti himself, speaking of connectivity, put together the “National Network”with the spread of the 5G and the interventions “acts to achieve fiber connections for citizens, schools, hospitals and smaller islands”. Points contained within the broadband strategy desired by the Draghi government and financed with 6.7 billion of the Pnrr.

The declaration probably stems from the awareness that the work to entrust the single network to Tim will be very long, also considering that all the steps taken so far to integrate the infrastructures of Tim and Open Fiber are practically to be thrown away. But the problems don’t end there. One of the biggest critical issues is the Italy plan 1 Giga. Butti accused Tim and Open Fiber they definitely worked at slowmanaging to connect a number “significantly lower than stated in their quarterly plan”completing, respectively, only 64 out of 124 and 74 out of 116.
The deadlines for the connected school plan have also been postponed. In this case, the targets set for December 2022 were lost due to the appeals involving the awarding system of the reference tender, which delayed the signing of the agreements by two months. Thus, since December 2022, the government has postponed the achievement of the targets to February 2023while keeping those of the following years unchanged.
On the other hand, the short-term targets for the Connected Health Plan and the Smaller Islands Plan appear to be confirmed. But at the same time, Butti stressed not to still be able “to say if the interventions in progress will actually be completed by June 2026”as foreseen in 2021 with the approval of the digital agenda, and that this uncertainty also applies to the plans for connecting the smaller islands “which should be concluded at the end of 2023, in line with the deadlines of the Pnrr”.
