The only other potential culprit is Pamela Milton, but she spends the entirety of The Walking Dead season 11, episode 19 using regular, uniformed Commonwealth soldiers to carry out her dirty work. Nevertheless, Pamela is likely behind Rosita’s abduction. The bigger question is why she sends secret undercover kidnapers rather than her usual soldiers.
Why Pamela Milton Abducts Rosita In The Walking Dead
Pamela Milton might’ve said she’d settle for making Eugene alone pay, but Sebastian’s death has evidently made her more unhinged than usual. Privately, it seems Pamela has decided none of the Alexandrians will go unpunished. The Governor realizes she can’t take such sweepingly aggressive measures publicly, of course, which explains using undercover agents instead of Mercer’s official Commonwealth soldiers. And although Rosita is the only abductee actually seen in The Walking Dead season 11, episode 19’s ending, similar pick-up crews are probably heading across the Commonwealth for Daryl, Carol, Ezekiel, and everyone else. Maybe even Mercer’s sister will be included, giving Pamela another big reason to not go through official Commonwealth channels. Pamela Milton simply can’t abide letting the Alexandrians walk free after their contribution to Sebastian’s demise.
Rosita’s Abduction Could Be Linked To The CRM
Previously in The Walking Dead season 11’s final third, a captured Lance Hornsby referenced certain Commonwealth “allies” that served as “stabilizing factors.” This comment was most likely alluding toward an arrangement between the Commonwealth and Civic Republic Military – the overarching Walking Dead franchise villains, and easily the largest group introduced so far. The CRM is so large it doesn’t trade with other communities for supplies; instead, it offers supplies in exchange for something else: people. The Scavengers are a prime example. Jadis’ community would capture survivors and ship them off to the CRM via helicopter to become test subjects, presumably receiving a payment of supplies in return. If the Commonwealth and CRM have a secret agreement, their terms could be similar – especially since Connie’s list proves citizens are indeed disappearing without explanation.
Rosita’s abduction might be Pamela Milton killing two birds with one stone in The Walking Dead season 11. On one hand, she gets to keep the CRM happy by delivering a fresh supply of test subjects; on the other, she gets revenge on a group of newcomers she’s come to detest greatly. The list of disappeared names is a deep, dark secret among the Commonwealth, so if Pamela is stealing Rosita and her friends away to become Civic Republic Military guinea pigs in episode 19’s final scene, she certainly couldn’t use regular troopers to do it.
